Carer's Allowance Supplement (Scotland) Bill: Stage 1 - Delegated powers
It allows the Scottish Ministers to bring section 2 of the Bill into force at a future date by regulations. It is also standard that commencement regulations are laid before the Parliament but are not subject to either the negative or the affirmative procedure.

Subordinate legislation considered by the Committee on 10 March 2021 - Scottish Landfill Tax (Standard Rate and Lower Rate) Order 2021 (SSI 2021/89)
Section 41(3)b of the Landfill Tax (Scotland) Act 2014 states that such an order—
ceases to have effect at the expiry of the period of 28 days beginning with the date on which it was made unless, before the expiry of that period, the order has been approved by resolution of the Parliament.

Duration of the section 1 power
The Bill as introduced provided that the Scottish Ministers' power to keep pace expired ten years from the date it came into force. In addition, Scottish Ministers could , on a rolling basis, extend that 10-year period by periods of up to five years.

A common theme emerging from evidence gathered by the Committee was dissatisfaction among stakeholders over slow progress in establishing Marine Planning Partnerships and the development of Regional Marine Plans.
