I am not sure whether that has already been taken account of in the calculations. However, it begs the question of the overall cost of the lack of appropriate services for ethnic minority communities in areas such as health and education.There is also an implicit acceptance that the size of the ethnic minority population in Scotland is not sufficient to warrant an additional expense on this account.
