In relation to changes requiring legislation, it added that (p 4):

Consultation on secondary legislation
The Committee considered the issue of stakeholder and industry engagement over the course of the development of policy and support schemes. The Bill does not include any provisions requiring consultation either when the secondary legislation is to be drafted or when it is to be implemented.
Summary
The Housing (Cladding Remediation) (Scotland) Bill would give Scottish Ministers the additional statutory powers they consider necessary to progress their Cladding Remediation Programme.
The CEEAC Committee has stated that the Sewel Convention is ‘under strain’ and has noted that by 2015 the Sewel convention had been engaged more than 140 times, with consent withheld on only one occasion (in relation to the Welfare Reform Bill) and that the UK Government amended aspects of the Bill as a result.

Scottish Government made representations about this issue when the HEESAA was making its parliamentary passage as a Bill, and remains of the view that the Scottish Ministers should not only be consulted, but should be required to consent before regulations are made in such circumstances.
From the evidence received, we do not have a clear sense of the legislative changes that are to be made, whether these will all be in one bill or over several bills, and the timescale.

Sectoral targets
The Committee discussed sectoral targets with the Bill team in June 2018. Both the Committee and Scottish Government officials were of the view that emissions reduction targets and the effort required for each should depend upon the specific sector.
