Financial Memorandum Planning (Scotland) Bill

In particular, • regulations made under existing powers in section 18 of the 1997 Act (preparation and publication of proposed local development plan), amongst others, are expected to be amended to require more extensive community engagement in the preparation of the local development plan; • regulations made under existing powers in section 21 of the 1997 Act, currently “action programmes”, to become “delivery programmes”, are expected to be amended to significantly strengthen these programmes in order to ensure that the delivery of plans is actively implemented, leading to real outcomes.
