The review is useful to help explain the ways in which the social and physical environment can contribute to higher child pedestrian casualty rates.

To ask the Scottish Executive whether it will give the reason for its interpretation of section 7a of EU council directive 91/492 which lays down the health conditions for the production and placing on the market of live bivalve molluscs. Section 7a of Chapter 5 of the Annex to Directive 91/492/EEC was transposed into GB legislation by Regulation 4(6) of the Food Safety (Fishery Products and Live Shellfish) (Hygiene) Amendment Regulations 1999.The terms of this Regulation are identical to those of the Directive.This legislation requires that the whole body or any part edible separately is tested.

That is theoretically okay—it works—but I am not sure that one would want the presumption to be rebutted. If a child is living in family with parents who are both domiciled in the same country, and living in France, would we want someone to be able to say, "Well, the whole family is living in France so the child actually has a closer connection with France."

With that flexibility, we could examine the geography and the settlement patterns, consider things such as community council boundaries and other boundaries and ask whether, as the communities are currently sitting within the community council boundary, there was likely to be an objection if those communities were put together in one electoral ward. If the communities are living happily in a community council area, the chances are that they will live happily together in the same ward.
