Do you have one office in Belfast that serves the whole of Northern Ireland, or are you trying to localise services and devolve them to local areas? When we were established in March 1999, we looked actively at setting up an office outside Belfast—indeed, one or more offices—but we quickly realised that we could not afford to do so, so we have not done it.

Mr Robertson has spoken about the level of direction and described some of our concerns about the level of specific grants and the very detailed rules that we are given as to how we have to spend those grants.Our budget was declared on 15 February, in line with those of most other councils, but we did not know what resources we were going to get for the McCrone settlement until 23 March, when we received details of the additional sums that were being invested by the Executive to fund the McCrone proposals.

When the child care green paper was issued in 1998, there was a promise to consult on how the system might be improved. The consultation paper issued in March 1999, alongside the proposals for the commission, suggested that the commission should regulate child care and considered what child care activities should be regulated and to what standards.
