The Committee recommends that the Scottish Government ensures that, in making policy commitments, it builds in adequate time between confirmation of funding, establishment of expanded services and date of expected outcomes. Also, that funding has the continuity needed to deliver those outcomes.

Regarding criminal confiscation, section 99 of the Proceeds of Crime Act 2002 generally allows the court to postpone relevant proceedings for up to two years after the date of conviction.
