That might be addressed through another tier of the lay structures. We have no fear about the involvement of lay people in some assessment and commentary on the delivery of services.
I thank the minister for his information on amendment 100. I did not find a requirement to lay the accounts before Parliament, but that was my mistake.

That is correct, except in some areas. Parliament is certainly accountable for the law that it makes and the bodies that it creates under the law are accountable to it.
In response, the Executive has accepted that the instrument was defectively drafted and has agreed to lay a new instrument correcting the error and revoking the defective instrument.
