I would like a ruling from you on whom Mr Rafferty is accountable to. Is he accountable to the Parliament, through the First Minister, or is he bound by the civil service code, which says that civil servants "should not deceive or knowingly mislead, Ministers, Parliament, the National Assembly or the public"?
