Why should we pass a bill that is based on a wing-and-a-prayer hope that those institutions will live up to their responsibilities when, to date, many of them have quite blatantly not done so?

Our immediate priority is to ensure that the frameworks that exist under the EU arrangements are carried over, and then, at some future date, we can look at how to improve them.
I understand that work is on-going in the enterprise space to look at how that can be done and at how we can support our universities with better link-ups to enterprise and to the Scottish National Investment Bank, for example. We should always keep the tuition fee payments under review to ensure that we are taking some of the headwinds into account.
