The Committee considers that for the outcome of the negotiations to remain unknown in December 2020 will result in serious disruption to the Scottish and UK economies in the new year.
The Finance and Constitution Committee issued a call for views on the Financial Memorandum which closed on 23 October 2020. The Committee received no responses to this call for views.
Amendment 31 was agreed to (without division). On 18 June 2020, just before Stage 2 of the Bill, the UK Supreme Court decided the case of ABC (AP) (Appellant) v Principal Reporter and another (Respondents) (Scotland).
