The reasons for not complying with it are outlined in the letter from the Scottish Government’s legal services directorate to the Presiding Officer dated 16 January, which is supplemented by the written response to the committee on the regulations.
It said: “The Committee finds the failure to comply with section 28 to be acceptable in the circumstances, as outlined in the letter from the Local Government & Analytical Services Division in the Scottish Government to the Presiding Officer dated 16 March 2017 supplemented by a written response to the Committee on the Regulations.”
In that month, the Scottish Government said that there was still much to be done to deliver benefits for human and environmental health where areas of poor quality remain, but to date there have been no Scottish Government-led initiatives in Aberdeen this year that focus on improving air quality.

Of course there are additional pressures, with there being more and more holiday homes, but the Highland housing market could probably manage the high numbers of holiday homes better if land were more available and, therefore, cheaper.
