The Scottish Independence Referendum (Franchise) Bill sets out the framework to allow all those who are aged at least 16 on the date of the referendum to be able to register for and vote in the referendum.
The recovery plan was due to provide full functionality by August 2011 and we are now talking about a completion date of summer 2012—a delay of 12 months.
