I hope that, although many tenants have had to find their own solutions to the problems that emerged in 1996, the bill will be of help to some and that the door has been firmly closed on any future oppressive use of leasehold casualties.The retrospective effect of the bill is unusual, in that its key provisions have been backdated to 10 May last year—its date of introduction. That was intended to stop any last-minute attempt by landlords to claim casualties while the bill was being scrutinised by the Parliament.
