The Scottish Executive and the UK Government are considering jointly the Scottish areas to be included in that list.The needs of Glasgow, as of all other areas, will be taken into account. The requirement to concentrate the European Structural Funding for the new programmes means that it is inevitable that some areas will not be on the list.
