Communities Scotland is just an agency that performs that function. I can understand the accountability trail that a local authority must follow and the accountability role that the Executive must perform, but Communities Scotland appears to me to be in the middle, in that, in effect, it encourages local organisations to face both ways—local accountability and national accountability.
