Report on the proposed draft Deposit and Return Scheme for Scotland Regulations 2020 - Introduction
In evidence the Scottish Government highlighted the challenging Scottish climate change targets for 2-30 and 2045, where Scotland is required to reach ‘net zero’ carbon emissions five years ahead of the rest of the UK.

Net Zero, Energy and Transport Committee report on the Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025 - Global emissions reduction
Section 2B (1) (a) of the 2009 Act requires the setting of a "fair and safe Scottish emissions budget". The Indicative Statement says that a “fair and safe” budget means one based on the “principles set out in article 3 of the United Nations Framework Convention on Climate Change” contributing appropriately to keeping global temperatures within the aims of the Paris agreement.iScottish Government Statement to Accompany The Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025 It says that keeping within the carbon budgets set out in the Regulations and achieving net zero by 2045 would mean adhering to this “fair and safe” requirement.
