Section 2B (1) (a) of the 2009 Act requires the setting of a "fair and safe Scottish emissions budget". The Indicative Statement says that a “fair and safe” budget means one based on the “principles set out in article 3 of the United Nations Framework Convention on Climate Change” contributing appropriately to keeping global temperatures within the aims of the Paris agreement.iScottish Government Statement to Accompany The Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025 It says that keeping within the carbon budgets set out in the Regulations and achieving net zero by 2045 would mean adhering to this “fair and safe” requirement.
Those feeling the impact of loss in funding include Scotland’s enterprise agencies, Scottish Enterprise and Highlands and Islands Enterprise, who will no longer have access to European funding.
