To be blunt, given the pattern of elections to the Scottish Parliament, the initial cycle of examination of the budget—stage 1 of the budget process—which takes place between March and June, will be overtaken by the election process every four years.In the previous committee, I initiated a review of the financial scrutiny process and members have a copy of the report that was produced as a result. There was some concern within the previous committee that the three-stage budget process was, perhaps, over-onerous and that we needed to find ways of streamlining the process to ensure that we were not repeating ourselves and that we had time to get into the figures and decisions in more depth.The position is complicated by the fact that, not only do we have to contend with the four-yearly election cycle, but we have to deal with the Westminster spending rounds.
