The Committee recommended, in its interim report that given the need for clarity and certainty, that “the Scottish and UK governments reach agreement on the areas of the Bill that require legislative consent as a matter of urgency”. To date, the Committee is unaware of any progress that has been made on ensuring that there is a shared understanding between the two governments as to the areas of the Bill that require consent.
