Targeting issues is a huge problem and we could spend the rest of our lives doing it, which is what John was moving round to at the end of his remarks.
I hope that consideration will be given to some of these issues, both in terms of the bodies that touch our lives but which are not in the order and in terms of ensuring that this Parliament can be an effective voice for the people of Scotland.
It is not just a question of police numbers, staff numbers, technological support or whether we punish or rehabilitate people; it is about how we educate ourselves, live our lives and organise our society.
Do people want out of the community? Do they simply not want to live there? Is there difficulty in attracting other people to come and live in the community?
If we are to do something different as a society, we must think carefully about that before we do it. Significant numbers of children live in institutionalised care and we know that living in such environments damages children.
