That is why I have supported Margaret Mitchell's amendment 16.The committee's position that the approach should be neutral in terms of numbers is an honourable one. It is difficult to produce evidence on the implications of any of the amendments.
I have confidence that between them the minister and the Enterprise and Culture Committee will produce a bill at stage 3 that covers the various reasonable points that have been raised.
Will it be important for the code of practice to be produced before the bill is passed, so that people are comfortable with what is being put in place?
Section 5 of the Adults with Incapacity (Scotland) Act 2000 is under review and the minister will shortly produce proposals to try to address the work-force issues that have arisen.
