It can never be a foregone conclusion that future Scottish Administrations will always seek to cut them.I am puzzled by those who say that only by having such powers would the Parliament feel accountable for spending decisions. I am sure that we are all well aware that we not only feel accountable for such decisions but are—and are held—accountable for them.
