Whose responsibility is it to insist that that accounting standard is met? I do not think that I said that the accounting standard may not have been fulfilled; I simply said that local authorities scored equal pay as a contingent liability in their 2004-05 accounts and that their auditor, the Accounts Commission, had accepted that.
