Families have no choice; they either take what is available and get punished for it or—I do not know—they live on the streets again or get into rent arrears.
For those bodies—such as Police Scotland, in the case of the Sheku Bayoh inquiry—there is the normal public sector duty to get best value, through getting the most competitive rates that they can find for the legal costs they incur.
From a community perspective, there can be major issues with getting access to the right information, and with getting the resources to gain information on alternative options.
In particular, it would be good if we could get better alignment of the activities of public sector bodies with regard to promoting innovation and productivity.
