Building (Scotland) Amendment Regulations 2022 are currently being drafted. The intention is to lay these regulations in the Scottish Parliament shortly.
The Scottish Government intends to lay a copy of the report before the Scottish Parliament, as soon as it is practicable, as set out in accordance with Section 11F(5) of the Wildlife and Countryside Act 1981.
The Scottish Government has committed to strengthening the implementation of human rights and is not waiting for the Bill to do this. Work is also underway to lay the groundwork for potential future duties so that those can be effectively implemented.
