Supplementary Delegated powers in the Regulation of Legal Services (Scotland) Bill (as amended at Stage 2)
On introduction, power to make changes to or remove some or all of the functions of a regulator lay with the Scottish Ministers, without any requirement to consult or to obtain the consent of the Lord President, the regulation making power can now only be exercised if a request is made by the Lord President.
