Amendments to the original Programme took effect on 31 March 1999. The Programme is administered through agricultural Area Offices and anyone wishing details of the Programme, including the recent amendments to it, should contact their Area Office.
I understand that Scottish Water will move to metering all non-domestic supplies by the end of March 2003. Subsection (1) of amendment 1 proposes the free installation of meters for Scottish charities and paragraphs (a) and (b) ensure that meters are installed by 31 March 2003 or as soon as reasonably practicable.
Taken together, I hope that those measures signal a commitment from the Scottish Executive to halt the march towards centralisation of services in the NHS.
That means decent insulation and efficient heating systems, which are essential if we are to eliminate fuel poverty.In March, the new building regulations came into effect.
