The touring issue is significant. The number of dates that touring companies have reported they are able to access has dropped from something like 23 to 13.
Officials have worked with the UK Government to ensure the drafting delivers for and respects devolved competence in Scotland.
11. Intended UK laying date
The current anticipated laying date for the Regulations is 18 November 2021 and it will be subject to the affirmative resolution procedure.

There is a new foundation coming out involving the Bank of Scotland and Lloyds. The whole market is moving, so a bit of urgency is needed and the Government should look at the issue soon.
