Are there inconsistencies in how local authorities provide that support? All local authorities do the best job that they can with the resources that are available to them when providing services.
They are not the wrong answer, but we need to think about the entire system: how can we best drive affordability? In looking at the bill, that is where we should start: how can we best make housing more affordable in Scotland?
From that point of view, we try to achieve the best return—not necessarily a financial return, but the best public policy return—across the UK as a whole.
