The Bill would implement the Scottish Government’s consultation on its proposals for future agriculture policy contained in its Vision for Agriculture. The Committee has undertaken pre-legislative scrutiny of these proposals.
Taken together, these documents will help to inform parliamentary committees’ pre-budget scrutiny. In addition to this briefing, committees will also have the guidance from the Finance and Public Administration Committee.
Forecast Error
We noted in our pre-budget report the inherent risks in forecasting, summarised in our predecessor committee’s joint report1Finance and Constitution Committee, Social Security Committee, Scottish Government. (2020, October 20).
The Committee’s central theme for its pre-budget 2022-23 scrutiny is the Scottish Government’s progress in meeting the interim child poverty targets for 2023.
This means persons who have departed from or transited through these countries and territories, or parts thereof, in the previous 10 days immediate to their arrival into Scotland, will be required to take a pre-departure test, take further PCR tests on day 2 and 8 after their arrival and to possess a managed quarantine package.

Introduction
At our meeting on 5 June the Committee agreed to focus its pre-budget scrutiny (2020-21) on the operation of the Fiscal Framework, building on its previous work in this parliamentary session.
In particular, it seeks to encourage greater use of pre-recorded evidence at trial.
The Parliament's Justice Committee was designated as lead committee for parliamentary consideration of the Bill.
