It is worth noting here that the OBR continues to forecast lower earnings growth for the UK than the SFC forecasts for Scotland from 2027-28 – a continuation of a trend since December 2022. In each year since then, the OBR has upgraded its forecasted UK earnings to be more in line with the SFC forecasts for Scotland.

For example, petition PE1548: National Guidance on Restraint and Seclusion in Schools was lodged in 2015 and was closed over seven years later in 2022. Furthermore,the Children and Young People's Commissioner Scotland undertook an investigation into restraint and seclusion in schools and published a report in December 2018.

Temporary provisions in COVID-19 legislation (currently under the Coronavirus (Recovery and Reform) (Scotland) Act 2022) provide greater flexibility in relation to which sheriff courts can deal with appearances from police custody.
The Policy Memorandum also highlights legislative changes made by the Police, Crime, Sentencing and Courts Act 2022 affecting the prosecution of cases involving damage to memorials (not just war memorials) in England and Wales.

Medication Assisted Treatment (MAT) standards
Standards for services providing drug treatment came into force in April 2022. In Medication Assisted Treatment (MAT) standards: access, choice, support the Scottish Government said:
There is good evidence that the health of individuals with opioid dependence is safeguarded while in substitution treatment.
The 2025/26 budget proposal notes that the “payments to firms’ budget is based on the bids submitted as part of the tender exercise for 2022/23 audit work and this base figure is then uplifted to reflect the Audit Scotland pay award each April” in line with contractual obligations.
