I am always a bit concerned by talk of innovative ways of raising capital, because as such methods become more intricate and exotic, the risks increase incrementally, as we have seen with the banks. Do you have a view on councils getting involved in that sort of financing?
I am not sure that I recognise that in the context of the date of 1 April 2027. In broad terms, if one is going to set a date that far in the future it might be more appropriate to say something like “no sooner than”, but that is a minor and picky point.
Just to be clear, you will be aware that there are, if I recall correctly, five levels of critical national infrastructure, which are governed by legislation. When I ran a bank’s computer centre, it used to be visited once a year and inspected as part of the critical national infrastructure at either level 3 or 4—I cannot remember which.

We hope to publish that shortly. As it stands the indicative date for the reopening of indoor sport and leisure facilities is 14 September with physical distancing and enhanced hygiene measures in place.
To ask the Scottish Government, further to the answer to question S5O-03231 by Paul Wheelhouse on 15 May 2019 (Official Report, c. 11), by what date the revised timetables for the deliveries of vessels 801 and 802 will be published.
