Would your proposals not be better contained in the code than in standing orders? I think that the code has got to be the right code, and the standing orders have got to be the right standing orders.
Of course, there is a trade-off: if there is a hacking or an error in the system, nothing can be done, because code is law. That is the idea behind it.
Clearly, we are required to comply with, for instance, the outdoor access code, and we do. I am not sure why we need to state that, because we are required to do that.
