To ask the Scottish Executive when the "Three tiers" report referred to in the Controller of Audit's Overview Report on the 1997-98 Audits of Local Authorities is to be published. The Accounts Commission report Three Tiers?
Are we in danger of killing the goose that lays the golden egg? If we allow shops to open on new year's day, it will fundamentally change its special nature.
It was important that our party's policy took account of both those elements and that we fed that into the system; I am sure that many Labour members felt the same.
However, it was noted that the City of Edinburgh Council—the current authorised undertaker—already has such a general duty to account for incoming funds, whether capital or revenue.
