To ask the Scottish Government whether it will provide an updated timeline for the establishment of the FlexibleWorkforceDevelopmentFund. As announced in December, the FlexibleWorkforceDevelopmentFund will be introduced in Autumn 2017.
There are market pressures and labour pressures; there are funding pressures on individual councils; the cost of the workforce has gone up; and inflation has led to an increase in the workforce bill.
We think that there is also a real challenge in accessing funding for retrofitting. Derek Logie of Rural Housing Scotland described the current funding landscape to us as an “alphabet soup” with real challenges in knowing where to obtain funding from and how then to obtain that funding.

The Cabinet Secretary explained to the Committee that the ScotWind fund is “one of the few flexible pots of funding that we have, given the constraints on borrowing, the reserve and all the rest of it”, adding that otherwise the Scottish Government would have had to make “some major reductions in funding lines”.
