The council doubts that it will reach its 18 per cent recycling target by the end of March next year. It will thus fail to meet its targets under the landfill directive and its targets under the Highland waste plan, which demand 100 per cent kerbside recycling.If the council fails to meet those targets, financial penalties will presumably be imposed.
