Support for policy development is offered by both policy officials and Ministerial colleagues. The Scottish Ministerial Code provides that the general principle of collective responsibility applies to all Ministers.
In accordance with section 3 of the “Code of Conduct for Members of the Scottish Parliament”, I invite members to declare any interests relevant to the remit of the committee.
That includes powers for the secretary of state to publish strategic priorities, issue a code of practice for regulators and direct operators of essential services and competent authorities where there are national security concerns.
This is in no way a criticism, but the “Code of Conduct for Members of The Scottish Parliament” requires all cross-party groups to provide 10 calendar days’ notice of all meetings.
Although some people in Scotland would still be in receipt of payments under that exception, in future, no woman in Scotland would have to apply for it.

We conducted three compliance assessments on the code of practice. Members will remember that the code was approved by the Parliament in November 2022.
Issues around improving the councillors’ code of conduct—perhaps production of a new code of conduct or terms of reference for debate and activity that happens in council chambers—need to be looked at.
