I do not know whether you were present earlier when we discussed the offence of threatening communication. Section 5 lays out two conditions, A and B. Condition B is specifically about “religious hatred”, but condition A makes no reference to either football or religious hatred and potentially goes much wider than the Government intends it to be drafted.
