While the reason provided for the breach of the rule is clear and specific to this Order, the timing of laying the Order just in advance of the Easter Parliamentary recess has meant that this Committee and the lead Committee are only in a position to consider the Order in the week commencing 17 April - 3 weeks after the Order has been brought into force.
For next year’s election, that means moving the date from 26 March to 9 April, but it is anticipated that Parliament will go into recess on the earlier date.

The Bill was scheduled to be introduced in the Parliament in J anuary 2024 with Stage 2 possibly being taken before the summer recess. The next meeting will hopefully be in person in Holyrood and that we will agree a date probably in October 2022 when parliament has returned from recess.
