We understand most of our member councils tend to focus on buying homes previously sold under the right to buy, “buybacks” as they are often called, but in other areas there has been a deliberate effort to purchase suitable properties in private developments. The Scottish Government has been generally supportive of local house purchase schemes and has been willing to fund them through the AHSP provided that they are part of a clear strategy, and the overall programme is included in the SHIP.

The Scottish Government has developed the CLLD programme however the funding through this is substantially less than the previous EU LEADER programme and as it is currently an annual fund, lacks the same strategic impact as LEADER.

There is currently a disconnect between the end of statutory maternity pay and the 3 Scottish Government funded hours. Currently funded provision for some low-income families starts when a child is 2 (with an eligible 2s place) or aged 3 for other families.

The process for bidding for round two funding and awarding successful bids; Competitive grant fund process require a significant resource to develop and prepare bids and this is far more challenging for smaller local authorities who have less resource and often have smaller pots of funding to support transformational projects.
