Work in that area must be based around the crucial need to strike the correct balance between the rights of the marchers and the rights of the communities that are affected by marches. We will have the chance to do that tomorrow, when we consider the proposals on marches and parades in the Police, Public Order and Criminal Justice (Scotland) Bill.Members will be aware of an agreement that was signed earlier this month between march organisers, local authorities and the police to assist in weeding out the troublemakers who too often attach themselves to marches.
