Position of Ash Regan MSP
Ash Regan MSP responded to some of the evidence about the policing and prosecuting of the new criminal offence proposed in the Bill.
On the question of when an offence would be ‘complete’, which had been raised by Police Scotland, Ms Regan told us—
Under the bill, the offence is complete at the point of agreement to pay; the sex act does not have to take place.

should an exemption be granted; the Scottish Government intends to bring forward an amendment at Stage 2 or Stage 3 of the Bill to ban the sale of rodent glue traps in Scotland?.
An initial consideration on receipt of the Bill did not highlight this clause as being of concern to us, given the limited application of the Bill to Scotland.
