To ask the Scottish Executive whether surplus land owned by Scottish Natural Heritage must be sold to the highest bidder or whether benefits to the community, other than revenue, may be taken into account. Scottish Natural Heritage isbound by its Management Statement and Financial Memorandum which states thatland must be sold for the best price, taking into account any costs of sale,and in accordance with the guidance in the relevant section of the ScottishPublic Finance Manual (SPFM).Recent changes to the SPFM allowfor an “internal advertising” of surplus property to the wider public sector.
