The Policy Memorandum to the bill states:
Matters in relation to which public authorities are to have regard to the four principles are equivalent to the plans and programmes for which an authority is required to undertake environmental assessment under the Environmental Assessment (Scotland) Act 2005.
Development of the Bill
In June 2015, then Minister for Environment, Land Reform and Climate Change, Dr Aileen McLeod announced that discussions were underway between the Scottish and UK governments to discuss the transfer of the Forestry Commissioners’ powers and duties as they relate to Scotland.
In August 2016, the Scottish Government published its consultation on a child poverty Bill for Scotland. An analysis of responses was published in December 2016 (ref) followed by introduction of this Bill in February 2017.

Consideration by other Committees
The Finance and Constitution Committee considered the Financial Memorandum and received three written submissions to its own call for views, deciding to undertake no further work on the financial implications of the Bill.
At its meetings on 17 September and 29 October 2019, the Delegated Powers and Law Reform (DPLR) Committee considered the delegated powers contained in the Bill.
As detailed in the Policy Memorandum, these powers are now seldom used, and were proposed to be abolished in England, Wales and Northern Ireland through the UK Agriculture Bill. The UK Agriculture Bill instead made provision for support during 'exceptional market conditions'.
Both the Cabinet Secretary and some members of the Committee also raised concerns about the delays in the Bill's consideration at Westminster.
