Therefore, after a lot of hard work—in which we took part, as well as our UK counterparts—we were able to come up with the solution that Darren Burgess outlined, which was generally acceptable and gave an outcome on the maintenance regulation that the UK could live with. The result was an instrument that was fundamentally about exactly the kind of things that you are emphasising the importance of—about improving enforcement across boundaries without, at the same time, having to accept applicable law rules that we would have found it difficult to live with.
