We always want everyone who is involved in a child's life to act in the best interests of the child. However, we know that that does not always happen, which is the difficulty for the committee.

With regard to Marilyn's points concerning the practice in Fife, there might be an argument for asking whether that best practice is used everywhere. I suspect that it is not.
