Local authorities are furthest ahead on best value. They have got past the stage of doing best-value reviews and are now required to operate their entire planning and budgetary systems on principles of best value.
There can be circumstances where that would be in the best interests of the child. The law, at the very least, should allow for a balance on whether it is always in the best interests of the child or the wider community for that to happen.
