For that reason, the current practice makes the best of a bad decision. I defend the right of Opposition parties to allocate their time as they see fit.

Local authorities are furthest ahead on best value. They have got past the stage of doing best-value reviews and are now required to operate their entire planning and budgetary systems on principles of best value.
