The Scottish Ministerial Code identifies that Ministers should be as open as possible with the Parliament and the public.

To ask the Scottish Government how much time the First Minister plans to spend writing her weekly column for the Daily Record. The Ministerial Code makes it explicitly clear that Ministers may engage in writing for newspaper publications, and outlines various conditions which should be observed in doing so.

In addition, it is likely that the code of practice will have to be changed and adapted as time goes by and, because it will be a highly technical document, a code of practice is the most practical way in which to take that forward.
