Conclusions The Committee is concerned that there is a risk to public confidence and transparency if a complaint mechanism is not included in the Bill. The Committee recommends that the Scottish Government includes a complaint mechanism within the Bill, to enable the public to refer issues to the Scottish Biometrics Commissioner on the use of biometrics by Police Scotland and the SPA, or on their lack of compliance with the Code of Practice.
